I just tried to logon to IRC.
I get a connection refused error from my client and the web client.
Is IRC down?

Try a different server:
http://freenode.net/irc_servers.shtml
I don't have an IRC client on this machine to check -- however the Java IRC applet is working fine for me. It's set up to connect to the main irc.freenode.net server which will redirect you to another server which is in your region. I guess the main one in your region is down, so try another.
