Macintosh TV Still Not Working Properly After Recap

I got a dead Macintosh TV a while ago, and after recapping it the machine finally turns on, but it'll only play the death chime and show a dim blank screen. The analog board is fine because if I swap my color classic board in, the machine boots up normally. Swapping the Mac TV board into the color classic chassis still results in the death chime, but this time the screen never turns on.

Another thing which I'm not sure if its related to the current issue, is that I need to wait like a minute before actually being able to power on the machine. It's almost like the machine needs to be "charged up" for a bit before its able to power on. This only happens with the Mac TV logic board regardless of what chassis its in.

I tried booting with a little as possible on the logic board, as well as booting with known good RAM and nothing changes. If I also connect a known good HDD I can hear it spin to life and start seeking for a bit like it would on a working computer.

Any suggestions? Usually recapping the computer just fixes my issue so I've never actually had to figure out anything beyond that.

Probably the Egret/Cuda chip needs to be removed and soldered back, common issue in CC and similar boards.
