Hi there, I have an Mac SE FDHD with a bad rom chip (not sure if it is the Hi or the Low). Is there anywhere I can buy replacement roms?

probably not. a ROM programmer is a key part of any vintage mac toolbox... just like that long torx bit, your soldering iron, and your multimeter.
I'd suggest buying a decent xgecu programmer and some blank ROMs and programming them yourself.

alternatively, someone here might be willing program one for you if you ask nicely. I won't because I'm not a nice person.

Or you could buy the Relatively Universal ROM Programmer for $12 if your wallets aren't overflowing
