can i ugrade a 512 k with a set of Macintosh Plus Roms ?

Yes, but unless you change the floppy drive (and its cage) too, I don't see a reason.
Also, 512ks are a lot harder to find than 512kes, I suggest keeping you 512k in its original configuration.

The other major advantage is HD20 boot support - which is nice if you have a Floppy Emu.

You can also add Plus ROMs to the 128k, thus creating a 128ke, capable of reading 800k disks. Apparently the HD20 won't work though... Something to do with RAM I think.
A 512Ke can natively use the HD20 without requiring the old HD20 'enabler' disquette.
