Recapped LC II Shorting issue

I recently recapped a Mac LC II board that needed it and also had some pretty bad rust on the ports. I did a typical recap, had to bodge a single lifted pad, and I also used spray paint on the really rusted back panel metal (tried to protect the board as much as possible and clean off any paint that got on it). When I first powered on the LC II, using a known good PSU and RAM and VRAM sticks I have, it turned on but had some garbled video. After that, the PSU overvoltage protection just instantly kicks in (I believe that's what the clicking noise from the PSU is). Any ideas what could be going on?

Here is the recapped board pictured, as well as when the system briefly turned on. The picture of the mainboard doesn't show the VRAM sticks I have populated when I test it.

C2 is backwards.

What a rookie mistake! I put in a new cap with the correct orientation and all my issues are fixed. It's running great with a MacBatt now
