Recapped LC II - The control panel "Sound" cannot be used with this Macintosh

No chime and no sound at all from this LC II even before recap. Getting the following error message when attempting to launch sound settings under MacOS 7.1.

Recapped and reflowed UB10 (344S1033A) and results are still the same. Has anyone seen this message before just trying to launch sound controls in control panel?

Tested every connection around UB10 and they are fine. Pin 3 and 4 has 8V

It says 8V is connected to the positive side of C21? But the positive side of my C21 is 12V. They are not connected

Before I measured I did short C21 to pin8 on UA9 sending 12V to it, that can't be good. But it already wasn't working anyways

Your system is missing icons and stuff. Are you sure it isn't corrupted? Have you done a clean install of System 7 for the LC?

Agreed, that looks like a software issue, and the software issue is that your software is knackered

Sorry, forgot to add that it is the same when booting from a system 6.08 floppy. The sound control panel there shows up and works but nothing comes out of the speaker or headphones. Can system sound be disabled by ROM since it seems like this was an old machine for a school

Hmm. Sound issues are almost always capacitors on an LC, but you've already recapped.

Did you already try zapping the PRAM?
