Setting IDE HDD as boot drive in 9600

I have Powermac 9600/300 with Sonnet G3 500mhz installed. It also has Sonnet IDE card and with voodoo2 3dfx video card. It is running 9.2 on IDE drive. When i connect any SCSI drive internally or externally it tries to boot from it rather than booting from IDE HDD. What do i need to do to so IDE is setup as boot drive when SCSI drives are connected?

generally that's set in PRAM. do you have a good battery in there?

I did install a brand new battery but it is not working for some reason. I am going to get another battery to rule out battery issue.
