First step is to look for a dirty head or a wrong spinning speed.

Most troubles are related to one of both issues

I have cleaned the heads on both drives.

And concerning speed ? Should be 300 rpm or better 299 rpm

I do not know how to check speed.

Try it with just one drive connected. If it doesn’t work then try it with just the other drive connected

Same issue. The motor constantly runs with no disk inserted.

IIRC this is more or less an usual behavior, only the IIc will stop and display the « check the Disk drive » message.

An Apple IIe 5.25” drive will run forever with no disk inserted.
