It's still hosted on the Apple site. Plug in ethernet and go to the software updater in the Apple Menu. You get OS and Java updates... keep restarting.
The 10.4.11 Update is recommended for all users running Mac OS X Tiger.

direct apple download here, its the Combo update for PPC so it will update any version of 10.4 to 10.4.11

I tried that and it didn't want to install. Not sure why tho

when you say you install is broke what exactly did you mean, because the other option would be to try reinstalling os x over you current system and then trying the update again
