How do I uninstall a Preference Pane in OS.2? Left clicking on it(obusly with a 2 button mouse) does nothing.

I don't think the standard ones can be removed, but third party/additional ones can with right-clicking and then choosing remove.

Otherwise, manual method:
Removing Preference Panes Manually

System preferences are located in one of two places on your Mac. The first location is used for preference panes that are only used by you.

You'll find these personal preference panes located in your home folder in the Library/PreferencePanes directory.
  • ~/YourHomeFolderName/Library/PreferencePanes
The other location for system preference panes is in the system library folder. This location is used for preference panes that can be used by any user who has an account on your Mac.

You'll find the public preference panes located at:
  • /Library/PreferencePanes
Once you figure out which folder a preference pane is located in, you can use the Finder to go to that folder and drag the unwanted preference pane to the trash.

I tried that but it said it was in use.

Which one are you trying to remove?

They are 3 3rd party ones, I forgot off the top of my head.

Try the manual removal method, remove the files and reboot.

That should work.

I used 'sudo rm -r' to remove them but that caused them to still show up in prefence pane but they are unusable. What is the 'correct'(offical) way?

Start the machine with extensions off (hold down shift at startup). Then try the removal.
