Mac SE/30 flickering

Hi, one of my Mac has this weird flickering,
For sure something in the analog board, or may be power supply, ideas ?

Mine had a similar issue years back. Kind of hard to tell, is there any sort of crackling sound when that happens or not? Is it constant or random? Are you able to boot, read and write floppies, access hd, etc no problem or are there any errors?

Very minor chance it could be a bad ground in the back, the power supply to chassis connection. More likely power supply or flyback/ab related. Has anything in it been recapped?

Machine works perfectly except this issue.
Only logic board has been recapped. But the issue was present before.

Recap the AB/PSU and also touch up the solder joints on the harnesses.

If I recall this issue is present since early days. My father was the first owner of this Mac SE/30

If it's been happening a while, then yes, I'd lean towards what the above said. Remove the old solder and use new,don't just reflow.
