Macintosh SE/30 bong chime and cursor, but no boot

Hey, I am currently trying to restore an SE/30. When I got it, it showed a repeating cursor pattern (see images) and made no sound at all when turned on.

Since then I have recapped it and tried fixing some corroded pads of UC8 and OD8.

After this it started making a chime (the same one this one does: https://www.youtube.com/watch?v=mKJszJMRZM4), but the pattern remains.

I have read the Classic Mac Repair Resources document and without the chime, the closest description would suggest a broken RP2 filter IC that has to be replaced.

Does anyone have experience with this particular failure mode and can confirm this or suggest a different path to take from here?

For some reason I cannot change the title or edit the first post. Of course I do not get a cursor, just a static pattern that (to me) looks like a repeating cursor on all lines. And the chime is the classic SE/30 crash chime.
