Open Transport and OS 7.5.5

I am unable to access Open Transport in my SE/30 running OS 7.5.5.  I was previously able to do so on the same machine running OS 7.6.1  (with a SCSI2SD and ROM-inator so I know hardware is not the problem).  For various reasons I had to wipe that installation and install OS 7.5.3 and then upgrade to OS 7.5.5.  But now I can not access Open Transport.  I am aware of the Network Software Selector (NSS) application but every time I select Open Transport, rather than Classic Networking, in NSS, upon restart I am always back to MacTCP and the rest, i.e. Classic Networking.  I have installed the Asanté ethertalk software for the EN/SC adaptor.  I tried trashing various preferences and bumping the memory in NSS but to no avail.  Any suggestions greatly appreciated.
