IIsi blank screen on power-on

I've got an old IIsi that I finally got around to trying out. I've put a new PRAM battery in it. It powers on via the keyboard switch, hard drive and fan spins up, and I get a blank screen on a known good monitor. No logos, no chime. The floppy does not attempt to read. It's got a sort of old fish smell when powered on. Power supply capacitors visually look okay. Does this problem sound like bad power supply caps? Any further diagnosis I can do?

Motherboard capacitors need to be changed and fishy goo needs to be neutralized and cleaned up.
