IIci weird death chime issue

So I have a IIci here that has a particular issue. It has been recapped.

With a known good set of 4 simms (I've tried 1mb and 2mb groups of 4 in bank A) it boots with no chime to a grey screen, then restarts with a chime and death chimes (normal (not slow) speed)/black screen ~5 seconds later. 

With no RAM it just boots to a solid grey screen. 

I've tried looking at traces and have patched a few that tested bad but now I'm at a loss as to where to look at. Of note, bank B does have two snapped off RAM clips but this behavior was all with nothing in bank B. This IIci had a Tadiran battery from factory so no leakage.

Also, I haven't replaced the 74HC132 yet. Currently the IIci doesn't power on with the rear switch but powers on just fine with the KB.

So update - apparently the death chime issue fixed itself. Now the IIci does the following:

With internal video - startup chimes and black screen

With Nubus video card - startup chimes and solid grey screen

(This is on my Apple Color Plus 14" which generally works great with IIci internal video)

Going to inspect traces again..

Fixed a bad trace near the power switch and it *almost* works fine.

With internal video though, it gives a dark black (instead of gray) screen. Nubus video works fine. Where should I look at next?

Edit: Mouse movement also locks up after I reach the desktop but works fine beforehand using internal video only. With a Nubus video card everything works fine.
