I acquired an EEPROM burner and have lots of chips to spare. They also have a higher capacity than is needed for the HI and LO Mac Plus ROMs. Is there a known homebrew ROM content files out there on the net that add functionality for the Mac Plus (say, a tiny boot disk, or something pre-loaded in memory that could somehow survive the boot sequence of an arbitrary System boot?)

They also have a higher capacity than is needed for the HI and LO Mac Plus ROMs. Be aware that between 512 Kbits and 1 Mbits, the pinout of the EPROM/EEPROM/Flash chips changed. So you'll want to stick to chips of 512Kbits capacity or less.
