Powerbook 5300c Power Issue

Hi, I was recently given a PowerBook 5300c.  I resoldered the power connector, but that didn't help.  The issue I'm having is that most of the time, when I plug it in, the sleep light comes on, and the power key does nothing.  I can't get it to boot.  I pulled the PRAM battery, but that didn't change anything!

Probably bad caps in the small board next the battery.

So I swapped the caps on the power board, and am still having the same issue.  The only one i didn't replace is that tiny electrolytic.  I guess I need to replace that one as well?  The symptoms are strange.  Is there any way to jumper the PMU board to power it on?  I wonder if there is because that could eliminate some of the possible causes.
