Making Bootable Floppy Games

Hi, 

Since the most of the old games like Sim City, Arkanoid, Tetris are stripped of system files I am struggling to prepare a proper bootable 800k floppy disks with old games for single drive Mac Plus. 

When I put system files from System 3.2 and above mentioned games on 800k floppy it's not bootable and gets spitted out immediately. However it works this way on 400k floppy with tiny games. 

Copying System Folder from System 6 works fine, it's bootable but there's no enough space for bigger games. 

Is there any solution to that, like System lower than 6 that's bootable on 800k drives? 

1) Yes I know I can boot from System 6 floppy, eject it it try to load the game but it's PITA. In circumstances like these I need to juggle System and Game Disks back and forth. Really annoying. 

2) Yes I am aware of Mac Rominator (already have one uninstalled)
