Good afternoon all,
I have Newton eMate 300 here, when plugged into power supply, the batteries are flat, only green light shows and doesn't seem to attempt to charge the internal batteries.
Tried pressing Power button, does not do anything?
What might be wrong with it? And what is the best way to fault find the issue?

Try removing the batteries.
The eMate will boot without any battery connected.

Have you tried a hard reset? Sometimes needed in these situations to get the power circuitry back to a sane state:
