I came across something interesting recently, the golden master for OT 1.3. Apparently in the GM they didn't implement any OS restrictions on the installer, so it is final code, but it will install no problem on System 7.1.x. I did an update of it with the OT 1.3.1 patch on MacOS 8.1 and then backported the files to my System 7.1.2 68k install and it works without any issue. So, for anyone that wants to run the last/latest version of OT on System 7.1.x, it is possible and not too difficult.
I can't speak to it working on anything earlier than System 7 Pro (7.1.1).
