My Quadra 950 boots perfectly but does not seem to want to play with a keyboard or mouse - neither work at all at any point in the boot process or otherwise - any ideas? Thanks in advance!

its probably the fuse.
they are really easy to replace.
check continuity.

The keyboard will not work (beyond powering on) if the key is set in the lock position.
Do you have a set of keys?
