I've been trying to make an image of that PB 170 HD (using an Adaptec card, and a 2"5 adapter, and borrowing power from a LaCie CD-ROM reader, the latter two brand new)...
I opened the shell to try and carefully move the drive's arm, (see viewtopic.php?f=10&t=15324&p=146757&hilit=+conner+stuck#p146757), which indeed was stuck.
The arm unlocked, and the shell screws back, I proceeded to connect.
Well, here's the sound it made. :-/
After that sequence, there's a couple-second break, then it starts again.
Doesn't it sound like there's not enough power to spin the motor all up?
Anyone had success fixing this problem? π

However, since you are resorting to extreme measures, you could try freezing it (google "freezer stiction"), after double-bagging the drive so as to avoid moisture penetration so far as possible. Ideally, if you live somewhere northern where it is winter, pick a really cold, clear day with Arctic air (-15ΒΊC or colder), place the drive outside for an hour or two, and then try spinning it up. Frigid Arctic air masses are dry, much drier than a household freezer. Then, if possible, bring the machine outside and try starting up there so as to avoid condensation issues for the 30 mins or so needed in order to try to recover your files.
But the odds are that the drive is dead.
