I ask...is it really that much of an issue as to why that address got banned? I certainly don't know, but in any case, getting a new IP address is simply a case of reconnecting, as you've realised. 😉

As for the original problem, since it's a shared IP address it was probably used to spam the forums at some point. I've removed it from the banned list, so you shouldn't have more problems with it...
