Its a standard issue PhoneNET adaptor. I've got a couple just the same.

So is this only for networking computers, or can it be used for the Internet too?

Purely for networking vintage Macs via a PhoneNET network. With IPNetRouter or some other software, you can set up a MacIP network on LocalTalk hardware, but its not easy, and not really worth the trouble, as it won't be fast.
