I'm guessing it was dead but an office put it out in the hall to be disposed of. It's a P4 Socket 478 board, the chassis/cover and the power supply. No RAM, drives, drive cage, etc.
I'm hoping just the power supply is dead, but I don't have a P4 or much DDR to play with to find out.

So far the power supply tests OK.
Time to see if I can find a processor from a dead computer and add the 1 stick of DDR I have left to see if the motherboard has some life.
Too bad the Shuttle heatsink wasn't in the box when I found it.
