So when I put this TTS Software on my Duo 280,

I get these .smi files. What do I need to do to install this?

.smi are Self Mounting Images. Basically disk images that contain the executable to mount them in the image. You should just double click on it, and it should mount.

Either it lost the .bin/.hqx suffix, or it lost the resource fork. Try dropping it on StuffIt and see what happens.

What browser did you use to download it? Those files are MacBinary encoded, and most PCs can't figure out what to do with that file. Downloading on a modern Mac browser should be okay. Safari (on a Mac) should have no trouble with it.
