The main culprit is the PSU, where few electrolytic caps dry up or leak, and the PSU won't start.
The PSU is riveted together, so you must drill out the rivets to gain access.
Someone suggested replacing the C28 or something, but I found more dead caps by measuring ESR, also there was one leaking SMD cap, which is easy to overlook. I needed to desolder one of the filter caps to gain access. These filter caps looked good, and also measured okay, so I left them in.
After replacing all of these caps, the Duo Dock now runs fine.
For reference, I drew up a diagram of the caps I replaced.

| Posted by: mitchW on 2015-01-13 14:09:04 I replaced the items marked in boxes, so total of four capacitors. I hope that the diagram is clear enough.
2x 100 uF 25V at C24 and C28
1x 47 uF 25V at C31
1x 33 uF 25V SMD at the vertical PC board
That's it, about two hours worth of work.
