So, my LCII has a dead PRAM battery.
The clock and other settings are changed back when ever I start it up.
The color also reverts to black and white.
Is this a result of the battery as well?

Yes, the color reverts to black and white because of the PRAM on my Quadra 700 too.

My Performa 630CD has a dead battery,
it never reverts to black and white.
I wonder why.

Most of the Macs made 1993+ don't seem to go to black and white when the battery fails.
Correct me if I'm wrong, but doesn't the Q630 use the 4.5V battery, the rectangular one? It seems to be that all 4.5V battery Macs don't have depth problems.
The LC, LC II, and the II series (not sure on the IIvx as I've never seen a dead battery in one) all will go to monochrome. All use the 3.6V battery.
The LC 475 is an exception--it doesn't even boot with a dead battery!

The exception that Apple notes in its list is 'not all ...'. As examples of possibilities:
Built-in video management can be affected by PRAM setting if 1-bit depth (B&W) can be realized by the CRT, and if that parameter is stored in Parameter RAM.
If a Mac uses a video card—even someone else's proprietary chip in a 'pseudo-slot' on the MLB—instead of inbuilt video, the card has its own remembrance and instructions about bit-depth, and does not consult PRAM at startup.
If the CRT or video circuitry is not capable of 1-bit depth, it cannot be instructed to use it.
I don't know the 630CD, but if you look up its specs at Apple, you may find the answer to your puzzle.

I have noticed that witth Mac OS 7.5.5 or 7.6.1 it seems to remember the settings and apply them during startup even if the battery is dead (ie the "Welcome to Mac OS" screen is in black and white, but when it changes to "Starting up..." it is in colour). I'm assuming yours has an older OS (7.0/7.1) on it and so that is why you are getting this issue.

I have assumed (because PRAM-zapping will reduce a display to B&W) that PRAM then specifies 1-bit, but when the System gets far enough into the startup sequence to read Preferences, colour is restored. I agree that this can often be seen in the Systems/OSs that you mention, having seen much of that kind of behaviour this weekend just past (in our part of the world) in a Q950.

Ayup, the reason for that is that System 7.1 and below (and i THINK 7.5.0) consult the PRAM settings for colour depth, whereas System 7.5.3 onwards all have a preference file that holds that data. (Display Preferences)
