I had an SE back in 1999 or thereabouts doing the very same thing.
it would chime and run, then all of a sudden it would cycle and chime again, then pulse chime chime chime chime chime eventually it killed the motherboard.
This was before I really knew how to fix these things.

I found some black dots on the psu traces. It looks like one trace has been cut off. Could this be an issue?
