Sounds like the rubber grommets were added to prevent the roller from moving. Just looked at my ADB version, and there are no rubber grommets in place and the roller moves freely. The Plus version that I had was the same way as my ADB version.

The DIP switches control operation of the buttons. If I remember correctly, if three are down and three are up, the button with the switches up will act like the left button on a PC mouse, and the one with the switches down will be in click-lock mode.

It seems to not want to turn, it is inside two rubber grommets and Im wondering if its supposed to spin freely because it seems locke dup 100% to the axle it runs on.

That roller should certainly turn. IIRC the roller and axle turn as one unit in its mounting, but I may be remembering a different trackball there, so don't take my word for it, look at the actual mechanism

Well the good news is that after an evening soak in WD40 for the roller shown below all is well and everything works great.
The roller and the rubber grommet are original to the unit, I know this because it has never been opened (screws still covered by product sticker.)
