Macintosh Plus...should I buy?

Holy crap... I think you also solved a major problem I was having.  Sometimes when I put the shell back on, I can't get the face plate to fit snugly on the top left corner.  I always suspected it was bezel hitting the analog board, and now I'm thinking it's that gounding piece not being in correctly.  If the analog board is up against it, and it pushes it too far forward, that would prevent the left side of the bezel from being flush.

Yup. And this part is OFTEN damaged when people put the back bucket back on at a slight angle. Later versions were changed to prevent so much damage. In fact, some replacement boards came with a new clip! I have a NOS Plus board and in the box is a new clip in a small clear plastic case.
